Qualifications & Experience

  • Extensive experience in utilizing of GIS products and databases such as Collector, Workforce, Dashboard and Reporting for ArcGIS
  • Experience in a government/public sector setting with mobile computing projects;
  • University degree in computer science or related discipline, and 5+ years of ‘progressively more responsible’ experience working on large-scale information technology projects or the approved equivalent combination of education and/or experience;
  • Demonstrated experience to lead the business requirements definition process, analyze and document proposals and requirements relative to the design and development of mobile solutions;
  • 5+ years; working experience and ability to perform requirements gathering, impact analysis, interview subject matter experts, facilitate joint-application-design sessions, and mapping of business processes;
  • 5+ years’ working experience and ability to evaluate and document business workflow, procedures, roles & responsibilities and integration & conversion strategies;
  • Demonstrated ability to establish and maintain an effective consulting
  • Relationship with clients and other business organizations with a strong customer service orientation;
  • Demonstrated analytical skills in assessing and reviewing business processes to identify options, best practices, and opportunities to improve service delivery;
  • Excellent written and oral communication skills, presentation and interpersonal skills to deal effectively with staff and senior management;
  • Working experience in utilizing project management tools for planning and implementing multiple concurrent complex projects and/or work packages;

Technical Capabilities

  • 5+ years’ experience in the implementation of mobile handheld computing solutions.
  • 5+ years of system/business analysis experience in all stages of large scale development projects and application support;
  • Demonstrated ability to prepare project documents such as, but not limited to, business cases, proposals, functional and non-functional requirements, training manuals, business/technical architecture specifications, feasibility studies and evaluations;
  • 5+ years of proven ability to document requirements in similar or larger initiatives that were used by technical integration teams for implementation tasks;

Assignment Duties

  • Examine existing IT system, business models, analyse systems requirements;
  • Meet with users to identify business needs, document business requirements and create detailed functional requirements specifications, and solution architecture;
  • Document business workflow, procedures, roles and responsibilities;
  • Evaluate and assess system options, document non-functional requirements, write functional design specification;
  • Define project scope, establish work plans and prepare other documentation as required;
  • Identify key objectives, risks and drivers to create appropriate plans;
  • Provide business and technical services to meet project objectives including business process reviews related to system architecture, application design, analysis, development, testing, training and implementation;
  • Prepare technical reports by collecting, analyzing, and summarizing information and trends;
  • Communicate, collaborate and co-ordinate with management, business groups and the project team to facilitate and/or deliver project documentation;
  • Work closely with the project team to deliver information software solutions;
  • Prepare and execute test plans, test cases, scenarios and result documents;
  • Prepare business operational procedures, training materials and deliver training;
  • Facilitate rollout and support activities;
  • Track and resolve project problems, defects and issues;
  • Perform other projects duties as required.
