Project Location: Toronto, Ontario

Assignment Duties

The Open Data Project Manager will provide project management services to the Open Data Master Plan Implementation Project and its team members. This will involve managing and coordinating the continued development of the new Open Data Portal, automated data pipeline that powers the new portal, and migration of the current open data catalogue into the new portal. This is to be done in collaboration with all relevant stakeholders to ensure that the client modernizes its approach of releasing Open Data sets on the new Open Data Portal in a means that meets and/or exceeds public expectations in alignment with client’s Open Data Master Plan.

This work will include:

  • The project management of Open Data Master Plan Implementation Project
  • Ensuring successful delivery of new Open Data capabilities
  • Proactively monitoring progress, resolving issues and initiating corrective action as appropriate
  • Establishing project governance to ensure project success
  • Engaging senior management for strategic direction and implementation planning
  • Communicating and presenting to client stakeholders and senior management on the project
  • Coordinating the project and its interdependencies
  • Managing and resolving project risk
  • Maintaining overall integrity and coherence of the project, developing and maintaining the project environment to support any sub projects within the project
  • Managing the project budget, monitoring expenditures and costs against benefits as the project progresses
  • Facilitating the appointment of individuals to the project team
  • Ensuring the delivery of outputs or services by the project team meet requirements, are in-line with the project blueprint, with the appropriate level of quality, on time and within budget
  • Facilitating the development of the project blueprint with input and approval of stakeholders and the sponsor/champion
  • Managing the blueprint and ensuring the capabilities are delivered and aligned
  • Managing the performance of the project team ensuring alignment with Management
  • Maximizing the efficient allocation of project resources and skills
  • Managing internal and external project suppliers
  • Managing communications with stakeholders and the champion/sponsor
  • Reporting progress of the project at regular intervals to stakeholders and the sponsors/champions
  • Managing the existing Open Data platforms, ensuring all Open Data services or publishing meet all client policies and standards, e.g. web user interface standards, usability requirements, AODA and privacy etc.
  • Proactively monitoring progress, resolving issues and initiating corrective action as appropriate to ensure that the team delivers value according to the project timelines
  • Ensuring that quality assurance activities are conducted for all new Open Data online products and services and resolving issues as appropriate
  • Provide expert knowledge around managing Sprint planning sessions, JIRA EPIC/Story creation, Story elaboration sessions, Daily scrum meetings, Sprint Reviews/Demonstrations and Retrospectives
  • Provide leadership and work with the product owners or business to manage and prioritize the product backlog;
  • Perform Scrum Master Duties and organize project sprints as part of Agile development

Experience and Qualifications:

  • 5+ years project management experience using methodologies such as Project Management Body of Knowledge
  • 5+ years progressive project management experience with public sector online service delivery projects
  • Demonstrated ability to manage and execute projects on time and on budget while navigating conflict and tight deadlines
  • Demonstrated organizational, interpersonal, communication, presentation, and problem solving skills with ability to develop and maintain relationships with key stakeholders
  • Demonstrated knowledge of civic issues, federal, provincial and municipal government business services, and government open data

Technical Abilities:

  • Active PMP certification in good standing with PMI
  • Demonstrated experience in delivering website solutions that meet the Web Content Accessibility Guidelines (WCAG) 2.0 Level A and Level AA requirements;
  • Experience working with various data visualization platforms, systems, and tools
  • Proficiency with Google Suite, JIRA and MS Office applications (Outlook, Word, Excel, PowerPoint, SharePoint)
  • Proficiency with Project Management Tools and Techniques (JIRA, Slack, MS Project, Gantt Charts, Project Planning, Resource Estimation, Risk Management)
